The Problem

Site Conditions That Drove the Work

The Port of Los Angeles required board-mandated repairs to existing bulkhead walls and the adjacent boardwalk. The existing concrete sub-slab and underlying soils were degraded, and the structural system tying back the bulkhead needed to be re-established to bring the asset back into compliant, long-term service.

The Solution

J.C. Baldwin demolished and removed the existing concrete sub-slab, excavated the compromised soils, and replaced them with engineered slurry. A new structural slab was poured in place, and 66 tiebacks were installed to anchor the bulkhead system. The boardwalk above was then reconstructed to restore public access.

Outcome

The repair returned the bulkhead and boardwalk to operating condition in a sensitive, high-visibility waterfront environment. The completed work satisfied the port board's mandated scope and re-established a structural system suited to the long-term operational demands of the harbor.
