“JC Baldwin was great to work with. They were the contractor for a large bulkhead repair project at the Downtown Harbor in the Port of Los Angeles. The project consisted of repairing a sheet pile bulkhead wall that was deflected by installing various tie-back anchors, welding brackets to the sheet pile, installing waler beams, jacking the anchors, and rebuilding the concrete slab and decking at ground level above the wall. A lot of this work was done overwater on floating docks and with shifting tides. Construction started just before the start of the COVID shutdown, so progress continued uninterrupted and they took the proper safety measures. My firm was the Construction Manager on the project, and I was the Resident Engineer. We held weekly progress meetings with JC Baldwin’s lead PM, Daniel Cohen. The field team consisted of Paul McKee the Field Project Manager, Greg Sweet the Superintendent and Bill Twig the Field Supervisor. Together we worked our way through project schedules, progress reports, cost, monthly payment, change orders, submittals, RFIs, delivery of materials, material testing, daily inspections, SWPPP, quality of work, as-built drawings, final inspection, project closeout, etc. There were challenges due to the site, but JC Baldwin was able to overcome these with their experience. JC Baldwin provided clear communication. In the end the client was very satisfied with the finished product. The project was part of a waterfront promenade and JC Baldwin provided attention to detail. The aesthetics were very important. The work under the deck was professionally executed.
